The first question
The first governance question is simple: what decision or task is being assisted? If the answer is vague, governance will be vague too. A clear use case makes it easier to judge risk, benefit, and accountability.
Leaders should ask for a short description that a non-technical reader can understand. If the description depends on jargon, the project probably needs clearer thinking.
Data and access
The next questions concern information. What data is used? Who has permission to use it? Does the process touch personal, confidential, commercially sensitive, or regulated information? Are records created?
These questions are not barriers. They help teams design the right controls before trust is damaged.
Review and escalation
Governance should define how outputs are reviewed and what happens when the system is wrong, uncertain, or inappropriate. The answer may be light for low-risk use and strict for higher-impact use.
Escalation matters because staff need to know when to stop, ask for help, or use a different process.
Proportionality
Not every use case needs the same level of oversight. The practical goal is proportionate governance: enough structure to protect quality and trust, without making low-risk learning impossible.
